Mandatory Testing and Certification of Telecom Equipment (MTCTE)

The Indian Telegraph (Amendment) Rules, 2017, provides that every telecom equipment must undergo mandatory testing and certification before its sell or import. The detailed procedure for Mandatory Testing and Certification of Telecom Equipment (MTCTE) is given in MTCTE procedure document. The testing is to be carried out by TEC designated labs and based upon their test reports certificate shall be issued by TEC. This portal is developed for online administration of Mandatory Testing and Certification of Telecom Equipment (MTCTE) processes.

Different Certification Schemes in TEC MTCTE

Simplified Certification Scheme:

Under this scheme the Applicant has to submit a test wise compliance sheet with Self Declaration of Conformity (SDoC) on the MTCTE portal.
All other Rules/Procedures applicable in case of GCS shall apply in case of SCS, except that test reports evaluation fee will not be applicable.
The certificate will be issued on the basis of SDoC within 15 working days from date of submission of application.

General Certification Scheme:

Applicant has to apply for the certification on MTCTE Portal.
Applicant has to get the Equipment tested against the Essential Requirements, from a designated CAB in India.
The test results will be submitted to TEC for evaluation.
If results are found compliant, certificate will be issued to the Applicant.

Voluntary Testing Certification offered by TEC

Type Approval

Type Approval is the process of testing and certification of telecom product, in accordance with Test Schedule & Test Procedure (TSTP) of TEC, for conformance with the Standard for Products/Equipment (erstwhile Generic Requirement (GR) of the product) issued by TEC. The testing, in this scenario, is generally carried out on- site at the OEMs premises or in lab environment. For these certifications, test reports related to EMC, Safety, Environmental Testing etc. from ILAC signatory accredited labs are also accepted.

Technology Approval

Technology Approval is a process of testing and certification of prototype of a telecom product developed by C-DoT or other R&D organizations. Technology Approval is given against the product related standard erstwhile Generic Requirement (GR) issued by TEC for the product. The testing, in this scenario, is generally carried out on-site at the OEMs premises or in lab environment. For these certifications, test reports related to EMC, Safety, Environmental Testing etc. from ILAC signatory accredited labs are also accepted.

Interface Approval

Interface Approval is the process of testing and certification of telecom product, in accordance with Test Schedule & Test Procedure (TSTP) of TEC, for conformance with the Standards for Interface (erstwhile Interface Requirement (IR) of the product) issued by TEC. The testing, in this scenario, is generally carried out on-site at the OEMs premises or in lab environment. For these certifications, test reports related to EMC, Safety, Environmental Testing etc. from ILAC signatory accredited labs are also accepted. Interface Approval is at times mandated as a compulsory certification by license conditions or Government entities or service providers.

Certificate of Approval

Certificate of Approval(CoA) is the process of testing and certification of telecom product as per Manufacturer’s specifications. This certificate is granted only when TEC does not have a Generic or Interface Requirement of the product. The testing shall be conducted in accordance with the Test Schedule & Test Procedure (TSTP) approved by TEC, which is prepared based on the product description and technical details provided by the manufacturer. The testing, in this scenario, is generally carried out on-site at the OEMs premises or in lab environment. For these certifications, test reports related to EMC, Safety, Environmental Testing etc. from ILAC signatory accredited labs are also accepted.
